Perkemahan Wirakarya, dalam kepanduan internasional, kegiatan yang merupakan gagasan dari Kak Sultan Hamengku Buwono (Bapak Pramuka) ini disebut dengan istilah Community Development.
Perkemahan Wirakarya atau juga disebut sebagai Kemah Bakti merupakan salah satu wadah kegiatan untuk membangun dan menguatkan semangat kebangsaan serta semangat kepedulian yang menjadi komitmen kuat seluruh pemuda bersama unsur pendukungnya.
Sebelum dicetuskan sebagai Program Perkemahan Wirakarya, sedikitya ada 2.400 pramuka penegak dan pembina yang berasal dari Kwartir Daerah Jakarta, Jawa Barat, Jawa Tengah, Yogyakarta, Sumatera Selatan, dan Papua mengikuti perkemahan yang berlangsung selama 1 bulan di desa Sukadamai, Tambun-Bekasi, 5 Juli s.d. 6 Agustus 1964.
Setelah itu, secara resmi Perkemahan Wirakarya tingkat nasional pertama diselenggarakan pada tahun 1968 dengan program pembangunan bendungan irigasi di Sungai Cihideung, sebagai salah satu usaha untuk merealisasikan dan mengintegrasikan pramuka dengan masyarakat dan sebagai darma bakti kepada rakyat mulai 5 Mei sampai dengan 30 Agustus 1968.
Kegiatan itu melibatkan setidaknya 7.000 peserta pramuka penegak dan pramuka pandega dari seluruh tanah air yang datang dengan bergilir secara bergantian sebanyak 300 sampai dengan 500 orang per gelombangnya di desa Cihideung, kecamatan Ciampea, kabupaten Bogor.
Tugas pokok peserta PW 1968 adalah membangun bendungan dan saluran irigasi sepanjang 20 meter yang difungsikan untuk pengarian sawah seluas kurang lebih 640 Hektar.
